Three months have passed since the Great East Japan Earthquake. The Japan Committee for UNICEF is continuing assistance activities, striving to rebuild the disaster area back to a level better than before the quake.

Dr. Osamu Kunii, Chief of Health and Nutrition at the UNICEF Somalia Office, served as the JCU Emergency Assistance Headquarters Miyagi Prefecture Field Manager since the earthquake until 22 May. Dr. Kunii oversaw all assistance activities in Miyagi Prefecture and even participated on the Ishinomaki City Reconstruction Vision Expert Panel in the prefecture. Dr. Kunii commented:

“When considering reconstruction after a major disaster, ‘dream building’ is an essential element. We must aim to ‘Build Back Better’. That is, we must aim to reconstruct things into a new, better state, not simply to recover the past. In order to do that it is important that everyone have a dream that they crystallize, and then formulate a strategy for realizing that dream. People must have a dream for an ideal type of community—a city where children have fun playing, where the youth can work vibrantly, where parents would want to raise children, and where the elderly feel comfortable—and then they must create a concrete strategy for realizing that dream, incorporating that strategy into a reconstruction plan. It is particularly vital that the opinions of the children and youth that are our future leaders are reflected in such plans. The Tohoku region suffers from a falling birthrate and an aging society, making it a miniature version of the future of Japan as a whole. Thus, a new approach to urban development in the disaster area will become a future model for Japan.”

As part of these activities JCU supports the “International Competition for the Disaster Recovery Plan after the Great East Japan Earthquake”, an assistance project for children being carried out by the Association for Children’s Environment in response to the disaster.

The aim of this international competition is to provide wisdom and dreams that will inspire and assist the affected areas. The competition will solicit reconstruction plans and ideas from across the world in order to construct communities where children that are to be our future leaders can be raised to be healthy and energetic.

Proposals acquired via this international competition will be utilized by groups of Japanese experts and other organizations when considering the urban development that is to be carried out by residents in disaster-stricken areas. It is anticipated that these materials will serve as a propelling force towards speedy reconstruction and urban development.

Message from the Association for Children’s Environment to the children

If you are a child living a lonely life far away from your loved ones and home: What kind of place do you want to go home to?

If you know about the other children that live far away in shelters: Please think about them. This may be the first step towards becoming healthy and happy adults.

Please tell us your ideas for building new cities for Japan.

For more information please see the International Competition for the Disaster Recovery Plan after the Great East Japan Earthquake page on the Association for Children’s Environment website.
