120以上の人道機関が共同声明発表
紛争終結のために、世界の声を

世界で活動する国連機関・人道支援機関は、今日、5年にわたって多くの一般市民を苦しめているシリア危機を終わらせるために、国際社会が声をあげることを呼びかける共同声明を発表しました。この声明には、ユニセフ事務局長 アンソニー・レークや日本ユニセフ協会会長 赤松良子をはじめ、各機関・組織の代表者120人以上が賛同し、署名しています。

声明では、まもなく6年目を迎えようとしているシリア危機によって、シリア国内に残る1,350万人、国外への避難を余儀なくされた460万人の命や未来が危機に瀕している状況をあらためて強調し、シリアの悲劇を止めるために各国政府のみならず世界の市民一人ひとりが声をあげることを強く求めています。

本声明は、各機関がインターネットやソーシャルメディアなどを通じて発信し、世界に広げていきます。

共同声明：シリアの苦しみを終わらせよう

3年前、国連の人道支援機関のリーダーたちは、シリア紛争を終結し得る立場にある関係者に向けて、緊急の呼びかけをしました。流血や苦しみはもう十分だ、と。

それは、3年前のことでした。

現在、この悲惨な紛争は6年目に入ろうとしています。血は流れ続け、人々の苦しみは増しています。

そこで今日、人道支援を行う組織および国連機関のリーダーたちは、各国政府のみならず、世界の市民である皆さまに呼びかけることに致しました。この殺りくを終わらせるよう、皆さまの声を上げてください。すべての紛争当事者に対し、停戦に合意し、和平へ向けた道を歩むことを、共に要請していただきたいのです。

今まで以上に、世界は、団結して暴力の終結を求める人々の声を必要としています。なぜならば、この紛争とその結果は、我々すべてに影響を与えるからです。

それは、愛する人や生活の糧を失い、家を追われ、包囲下の町で絶望的な状況に置かれたシリアの人々に影響を与えています。今日、シリア国内には、人道支援を必要とする人々が1350万人います。これはただの数字ではありません。命や未来が危機に瀕している、一人ひとりの人間が、1350万人いるのです。

また、より良い未来に向けての選択肢がほとんどない中、庇護を求め外国に向けて危険な旅路に就かざるをえない人々も影響を受けています。この紛争により、シリアの近隣諸国や遠方の国々へと、460万人もが避難を余儀なくされました。

子ども達や若い世代は、教育の機会を奪われ、恐ろしい体験で心に深く傷を負っています。自分たちの未来が暴力のみで形成されていくのを日々目にしている彼らもまた、紛争の影響を受けています。

紛争の暴力的な波紋は、シリアから遠く離れた場所にも及んでいます。自らの家の近所の街や職場、レストランでそのような暴力を目にすることとなった人々にも影響は及んでいます。

また、紛争により、明確に、あるいは不明確な形であれ、経済的な安泰が脅かされている世界の人々もまた、影響を受けています。

この苦しみを終わらせることができる立場にある者は、ただちに行動をとらなければなりません。紛争が外交的に解決されるまで、例えば以下のような措置が必要です。

• 人道支援機関がシリア国内の人々へ緊急支援物資を届けられるよう、無制限および持続的なアクセスを与えること。
• 市民への食糧やその他緊急支援物資の配布、予防接種や公衆衛生活動の実施、学校教育の再開のための人道目的の休戦、および無条件かつ監視を伴う停戦
• 学校・病院・給水施設などを守るため、生活インフラ施設への攻撃の停止
• すべての市民の移動の自由確保と、すべての紛争当事者によるすべての包囲作戦の即刻解除

上記は、意思さえあれば、実施を妨げる正当な事由の存在しない現実的な措置です。

普遍的に共有される人道の名において、すでに多大な苦しみを味わった数百万人もの無辜の人々の為に、命や未来が危機に瀕している数百万人もの人々の為に、直ちに行動を取るよう求めます。
